This Identity Verification Policy supplements our general Privacy Policy and should be read together with it. Where there is any inconsistency between this policy and the Privacy Policy in relation to identity verification through the Document Verification Service (DVS), this policy prevails.
Dorado Property Pty Ltd is required under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (Cth) to verify the identity of investors before providing financial services. To meet this obligation, we use the Australian Government's Document Verification Service (DVS), established under the Identity Verification Services Act 2023 (Cth).
The DVS is a secure government-operated service that allows authorised organisations to verify the details on an Australian identity document against records held by the document issuer, such as a state or territory road transport authority for driver's licences or the Australian Passport Office for passports. The DVS returns a match or no-match result only. It does not provide us with any additional information about you, and we do not see or store the underlying government records.
We will only conduct a DVS check with your express consent. When you provide a copy of your identity document to us in response to our onboarding request, you confirm that you are authorised to provide the personal details contained in the document and consent to your information being checked with the document issuer or official record holder via the DVS for the purpose of confirming your identity.
You may withdraw your consent at any time before the check is performed by contacting our Privacy Officer. If you do not consent to a DVS check, we may be unable to onboard you as an investor because we may not be able to meet our AML/CTF identity verification obligations through other means in all cases.
To carry out a DVS check, we collect the personal information shown on your identity document, such as your full name, date of birth, document number, and date of expiry or issue, together with the type of document provided and the match or no-match result returned by the DVS.
We use this information solely to verify your identity as required under the AML/CTF Act and the Corporations Act 2001 (Cth), maintain records of identity verification as required by law, and comply with our obligations under our DVS Participation Agreement with the Attorney-General's Department.
To carry out a DVS check, we disclose your identity information to the Attorney-General's Department as the operator of the DVS Hub and to the relevant document issuer or official record holder via the DVS.
Where we use a third-party gateway service provider to facilitate DVS requests, your information may also be disclosed to that provider for the sole purpose of completing the check. We do not disclose your identity information overseas in connection with the DVS, except that approved organisations in New Zealand may use the DVS under reciprocal arrangements with the Australian Government.
Identity information collected for DVS purposes is stored in accordance with our general Privacy Policy and the security obligations set out in our DVS Participation Agreement. Access is restricted to personnel who require it for identity verification and AML/CTF compliance purposes.
You may request access to, or correction of, the identity information we hold about you by contacting our Privacy Officer.
If you have a complaint about our use of the DVS or our handling of your identity information, contact our Privacy Officer in the first instance. We will respond within 30 days. If you are not satisfied with our response, you may refer the complaint to the Office of the Australian Information Commissioner at oaic.gov.au or to the Attorney-General's Department as administrator of the Identity Verification Services framework at idmatch.gov.au.
