New South Wales has Australia’s most sophisticated, high integrity and impactful scheme for offsetting the unavoidable biodiversity impacts of development.
Land owners within the scheme enter into Biodiversity Stewardship Agreements which seek to enhance and protect land owners’ native vegetation communities through conservation and ongoing management/maintenance. In return, land owners are issued saleable Biodiversity Offset Credits (“Credits”) that correspond to the vegetation plant community types on their land. The number of Credits issued relates to the expected improvement in biodiversity that will result from the permanent protection and management of the land. Infrastructure and other development projects are usually required to offset their clearing of native vegetation by purchasing such Credits. The scheme provides the land owner with two sources of revenue, one from Credit sales and the other from the New South Wales State Government in the form of annual biodiversity stewardship payments in perpetuity to manage and enhance the biodiversity of their land.
